CO Thousands-Block Status


CO Thousands-Block status data is published to the www.cnac.ca website from the CNAS master database every night from Monday through Friday.

CO Thousands-Block status data is provided here to assist carriers in determining which blocks are available for applications and also for the general public to know where assigned blocks are located. Networking and routing information can be found in the LERG™ Routing Guide (LERG) (see Commission Letters 8698-C12-08/00 and 8698-C12-14/01)

Interim Measures to Limit the Assignment of CO Codes (2023-10-30)

The CNA has received direction via a CRTC Secretary General letter to immediately implement interim measures of limiting the assignment of geographic CO Codes. The following excerpt is from the direction:
"...the Commission directs, effective immediately, the implementation of an interim measure requiring the CNA to limit the assignment of geographic CO codes to the July 2023 round of Numbering Resource Utilization Forecast (NRUF) on a yearly, per carrier, and per Numbering Plan Area (NPA) complex basis, for all carriers, and 80% of the forecasts for any carrier who has forecasted more than 20 codes for any given year and NPA complex. Under this measure, carriers will still be able to obtain telephone numbers to grow their business as the forecast covers the period from 2023 to 2029. However, if a carrier requests CO codes beyond those levels, it will have to apply to both the CNA and the Commission, justifying why additional resources are required."


Thousand-Block Pooling Production Testing

The CNA will start accepting Thousands-Block Pooling applications (Part 1a + Part 1b) for Thousands Blocks for TPB testing as of Wednesday, 4 June 2025. Before applying to the CNA, applicants should ensure the following:

  1. Their LSMS or source provider for LNP dips has been certified and is ready to show Thousands-Block records; and,
  2. Thousands Blocks in the pool, in which they intend to apply, are marked as Available (AV) in the status pages for TBP Testing purposes. (see below for TBP Status definitions)
Applicants will need to negotiate expedited timeframes with CNA staff and may therefore submit their applications with no effective date. The CNA will also choose the blocks from the pool of available blocks on your behalf to minimize requests for blocks that may get assigned ahead of your application. Canadian Production Testing for Thousands-Block Pooling is taking place from 1 April 2025 until 6 October 2025 when TBP must be implemented. The following correspondence with the CRTC supports testing during this period and allows for Industry Notification timeframes to be expedited:

Thousand-Block Pooling Block Status Codes


Code Block Status Status description
AV Available A thousands-block that is available for assignment
AF Available (Future) A thousands-block that is available for assignment, however it has a future effective date
AP Available (Pending) A thousands-block that is available for assignment; however, it is pending verification of activation in the PSTN by the code holder
AS Assigned A thousands-block that the CNA has assigned to a service provider
RT Retained A thousands-block that was not assigned by the CNA where the block was donated to the pool (may not be used in Canada)
